Silvalstein can not be caught by any kind of Pokeball even the master ball can’t catch him but there is one of a kind Pokéball called the electrode ball that can withstand its electrical attacks. When it’s caught by other pokeballs it’s electrical power break the pokeballs. That’s why you have to use a electrode ball to catch him
